Uzbekistan introduces administrative liability for AI-related violations

On 21 January 2026, Uzbekistan adopted legislation establishing administrative liability for violations of personal data legislation involving artificial intelligence (AI) and introducing a statutory definition of AI.
The amendments to the Law “On Informatization” formally define artificial intelligence as a set of technological solutions capable of imitating human knowledge and skills, independently learning, searching for solutions, and generating results comparable to human intellectual activity when performing specific tasks.

Under the amended law:
  • Information resources created using AI technologies, as well as information systems operating on the basis of AI, must not cause harm to a person, including harm to life, health, freedom, honor, dignity, or other inalienable rights.
  • When making legally significant decisions that affect a person’s rights and freedoms, it is prohibited to rely exclusively on the conclusions generated by information resources or information systems created using AI technologies.
In addition, the amendments introduce new provisions to the Code of Administrative Liability, establishing liability for the unlawful processing of personal data using AI technologies, as well as for the illegal dissemination of such data through mass media or the internet. These violations may result in an administrative fine of up to approximately USD 3,400, along with confiscation of the instruments used to commit the offence.
